Amendment to Implementing Regulation (EU) 2015/2447 - Extension of proof of origin

In it DOUE today's [OJEU 11 – 8 – 2025 / L/2025/1728] the Implementing Regulation has been published ( EU ) Commission Regulation (EU) 2025/1728 of 8 August 2025 amending Implementing Regulation (EU) 2015/2447 as regards the procedures for issuing or extending proofs of origin.

The 2021 transitional rules of the PEM Convention, identical to those of the revised PEM Convention [OJUE 19 – 2 – 2024 / L/2024/390] and applicable in parallel to those of the original PEM Convention [OJUE 26 – 2 – 2013 / L 54; page 4] by certain Contracting Parties, were intended to cease to apply on the date of entry into force of the revised PEM Convention and the expiration of the original PEM Convention: 1 January 2025.

As Decision No. 2/2024 of the PEM Joint Committee [OJEU 9 – 1 – 2025 / L/2025/17] amends the revised PEM Convention to extend the application of the original PEM Convention through the year 2025, in parallel with the revised PEM Convention, Implementing Regulation (EU) 2015/2447 is amended to, in essence, refer to the rules of the revised PEM Convention where it previously referred to the 2021 transitional rules.

The amendments take effect on September 1, 2025, and are applicable retroactively from January 1, 2025.
