Safeguard rights in ferroalloys

New information is published on how to declare it with an explanatory example.

Let's assume a declaration is submitted for one of the products subject to safeguard duties for ferroalloys, which have a preferential origin, for example: South Africa.

1. If the goods were in transit on 18.11.2025 (article 3):

The preference code 300 and the document code Y500 are declared. The preferential duty rate will be applied (due to preference code 300) and safeguard duties will be waived (due to Y500).

2. If the goods were not in transit:

The preference code for the entire declaration will be 120 and the document code Y321 is declared:

2.a) If the full amount requested is allocated, safeguard duties will not be calculated (due to preference code 120) and preferential duty will be applied (due to document code Y321).

2.b) If only a part of the volume is allocated. The statement will be divided into two points:

  • An element that contains the assigned volume. The preference code will remain 120 and the document code Y321 will remain declared. Safeguard duties will not be calculated (due to preference code 120) and preferential duty will be applied (due to document code Y321).

  • An element that contains the unallocated volume. The preference code will change to 300 and the document code Y321 is no longer required. Safeguard duties will be calculated and the preferential duty due to the preference code will be applied.
