EU trade agreement – Colombia, Peru and Ecuador. Alignment of original annexes with the 2022 version of the HS.
In today's OJEU [OJUE 29 – 7 – 2025 / L/2025/39], Decision No 1/2025 of the Trade Committee established by the trade agreement between the European Union and its Member States, of the one part, and Colombia, Peru and Ecuador, of the other part, of 19 June 2025 has been published [OJUE 21 – 12 – 2021 / L 354; page 3].
The Decision amends the following appendices to Annex II [Concerning the definition of the concept of "originating products" and methods for administrative cooperation] to the Agreement, which were based on the 2012 and 2017 versions of the HS, to align them with the 2022 version of the HS:
Appendix 2 [“List of the working or processing required on non-originating materials in order for the processed product to obtain originating status”]. Appendix 2A [“Addendum to the list of working or processing required on non-originating materials in order for the processed product to obtain originating status”].
Appendix 5 [“Products to which subparagraph (b) of the Declaration by the European Union concerning Article 5 applies in relation to products originating in Colombia, Ecuador and Peru”].
The amendments do not constitute a substantial change to the negotiated rules of origin. The Decision will enter into force on 18 August 2025.
