Issuance of road messages in multimodal and combined maritime transport, as well as ferry identification, in RO-RO traffic in the passage of the Strait of Gibraltar

Combined transport occurs when one means of transport travels on top of another active means which, once it reaches its destination, will continue by its own means as active transport. For example, a truck on a ferry. This means that the ferry must carry the trailer, its own tractor unit, and driver. And once he reaches his destination, he will continue on his own.

Multimodal transport occurs when this means of transport will not continue on its own once it has disembarked. For example, a truck on a ferry that doesn't have a tractor unit, doesn't have a driver, etc.

1) In combined transport:

  • The responsibility to declare the ENS It belongs to the truck company.

  • The EORI of the carrier is that of the truck.

  • The ENS is a road-based system: F50

  • The data for active border transport means in the ENS are those of the Ferry.

  • The times for the ENS declaration are those of the active medium, those of the Ferry

  • The truck data is recorded in the ENS in the passive border transport means data group.

  • If the truck is carrying containers, although the data for the tractor unit is declared in the passive border transport means, the container must be declared in the data set for containers. If, on the other hand, it has trailer identifiers, it is declared in the passive border transport means dataset.

Combined transport should preferably take the form of the mode of transport that continues under its own power after unloading, which in this case is road, F50 or F34, and it is the responsibility of the carrier to declare it, which in this case would be the truck company.

Having said that, Other forms are permitted if the ferry operator declares instead of the truck (subject to prior agreement with the truck company to do so on behalf of the truck company).either with a full maritime declaration or with multiple maritime filing. But even if this can happen, the carrier's EORI in combined transport must always be the EORI of the truck company (whether F50, F34, F10, F11,…), since it is responsible for declaring the ENS. Both in the complete ENS declared by the ferry and in the multiple filing, where the carrier's EORI is part of the link key.

The preferred option is the declaration by the truck company (F50, F34), and the Ferry declaration should be given in those cases where the truck company does not have the capacity to declare and delegates this action to the Ferry.

Therefore, there are several ways to declare this transport:

  • ENS completed by the RO-RO operator with an F50 or F34 message

    • Ferry information. They are declared in the active border transport means group.

    • Details of the tractor unit and, we assume, the trailer registration number must be declared in the
      passive border transport means group declared within the consignment house group.

    • The carrier's data must include the truck operator's information.

    • Container registration number, if any, within the Equipment transport group that
      as appropriate.

  • ENS completed by the Ferry operator with an F10, F11, F50 or F34 message. In this case, the RO-RO operator must have provided all the information to the ferry operator.

    • If an F10 or F11 message is declared then

      • Ferry information. We assume they are declared in the active border transport means group

      • Data on the tractor unit and, we assume, the trailer registration number must be declared in the passive border transport means group declared within the consignment house group.

      • The carrier's data must include the truck operator's information.

      • Container registration number within the corresponding Equipment transport group.

      • The sender of the message is the ferry operator

    • If an F50 message is declared then

      • Ferry information. They are declared in the active border transport means group.

      • Data on the tractor unit and, we assume, the trailer registration number must be declared in the passive border transport means group declared within the consignment house group.

        • The carrier's data must include the truck operator's information.

        • Container registration number, if any, within the corresponding Equipment transport group.

        • The EORI of the carrier is that of the truck (If the ferry company were to declare, the “Declarant” would be the truck operator (including their EORI and other details), and the “Representative” would be the ferry company).

  • ENS of multiple filling. The Ferry operator will declare an F12 message indicating that the RO-RO operator will supplement the ENS. The RO-RO operator will declare an F15 message or an F14+F16 message.

    • Message F12

      • Ferry information. They are declared in the active border transport means group.

      • The carrier's data must include the truck operator's information.

      • The supplementary declarant data declares the EORI of the RORO operator.

    • Message F14 and F15+F16

      • It does not contain data from Active Border Transport Means.

      • The EORI of the truck operator must be declared in the carrier data.

      • Data on the tractor unit and, we assume, the trailer registration number must be declared in the passive border transport means group declared within the consignment house group.

      • Container registration number, if any, within the corresponding Equipment transport group.

2) In multimodal transport:

  • The responsibility for declaring the ENS lies with the ferry company.

  • The carrier's EORI is that of the ferry.

  • The ENS is maritime, and can be declared as a complete ENS if the ferry has all the data (F10 or F11) or with multiple filing (F12+F15, F12+F14+F16 or F13+F17)

  • The data for active border transport means in the ENS are those of the Ferry.

  • The times for the declaration of the ENS are those of the active medium, those of the Ferry.

  • If the trailer is a container, it is declared in the container dataset.

  • If the trailer is not a container, it is declared in the passive border transport means dataset.

However, the decision has been made to allow, in this RO-RO traffic scenario, multimodal transportThat is, in the case of trailers that are traveling without a tractor unit or unaccompanied, the messages that the shipping company must issue, The road carrier could issue them, after prior agreement with the shipping company to do so on behalf of the shipping company, but in the format of road transport messages.. That is, using F50 messages instead of maritime transport messages, but respecting everything mentioned above, that is:

The carrier's EORI is that of the ferry. (If the declaration were made by the road transport company, the “Declarant” would be the ferry operator (its EORI and other details will be included), and the “Representative” would be the road transport company).

3) Ferry identification:

In both combined and multimodal transport, due to the frequent and regular rotation of ferries and the duration of the crossing in the Strait of Gibraltar, the specific identification of its number is not usually possible within the time frame provided for in the regulations, and if the data declared in the ENS is rectified, the calculation of the indicated time frame would be restarted. Therefore, if the information is not known in advance, a generic identifier 1111111 can be declared as the ferry's identification, although declaring the actual data increases traffic flow because the risk analysis has been carried out on the complete ENS.
