Accession of Moldova and Montenegro to the Common Transit Convention and the Convention on the Simplification of Formalities in Trade in Goods.

Moldova and Montenegro have been formally invited to accede to the Common Transit Convention and the Convention on the Simplification of Formalities in Trade in Goods. Once the instruments of accession have been deposited and the necessary formalities completed to make this incorporation effective, Moldova and Montenegro will become Contracting Parties to these Conventions as of November 1, 2025.

From this date, transit operations in which Moldova/Montenegro is listed as the country of origin, circulation, or destination of the goods must be duly guaranteed. For this purpose, the holder of the transit regime is responsible for providing a guarantee to ensure payment of the import duties corresponding to the customs debt and other charges that may arise with respect to the goods included in the transit regime. The guarantor's representative in Moldova/Montenegro must be identified (first and last name or company name and full address).

If you have a previously granted global guarantee authorization or guarantee waiver for transit operations, if you wish to extend the authorization to operations with Moldova/Montenegro, you must request a modification to the authorization in order to include that country within the geographic scope of validity of the common transit countries. Guarantees previously provided to secure transit operations will be valid for operations with Moldova/Montenegro, provided that the necessary changes are made to the text of the guarantees to reflect their scope for such operations.
