Limited connection with the Commission's customs services on Saturday 11 October
Due to maintenance work on the equipment connecting the Tax Agency's customs information system to the information system of the European Commission's Directorate-General for Customs (DG TAXUD), the loss of connection between these systems is expected next Saturday, October 11, from 9 a.m. to 6 p.m. Although measures have been taken to mitigate the impact, it is understood that there are scenarios that may be affected, such as:
-
Receiving an export from another Member State, with Spain as the country of departure. These cases are covered in the export guide (AES) as those in which the receipt message is answered with a response of the type “S - Requesting data from the export customs”. In these cases, and only in these cases, instead of waiting for several 15-minute intervals as suggested by the guide, if it is urgent to proceed with the reception, it should be done in contingency mode, using some document that certifies the export to the customs of exit. All other export reception cases will operate as usual.
-
Receiving a transit from another Member State, with Spain as the destination country. These cases are covered in the NCTS transit guide, as in those where the reception message is responded to with a response such as "Incorrect traffic status to allow passage in Spain." In these cases, and only in these cases, the waiting time for the CCTNNCEnt message to be used will be reduced to 10 minutes instead of the usual 6 hours. All other transit reception cases will operate as usual.
-
Passage of a transit through a maritime customs crossing. These cases are covered in the NCTS transit guide, such as those in which the notification of passage message is responded to with a response such as "Incorrect traffic status to allow passage in Spain." In these cases, and only in these cases, the waiting time for the CCTNNCEnt message to be used will be reduced to 10 minutes instead of the usual 6 hours. All other maritime passage cases will operate as usual.
-
Community Status Testing System, POUS. Although the impact is expected to be very limited, it may be the case that, when submitting a test issued in another country in Spain, it is not yet downloaded into the Spanish system because it was processed during the loss of connection. In these cases, Spanish customs may process the clearance electronically through an indirect registration with the Fallback reason. If the scenario involves attempting to use a Spanish test in another Member State that, because it was issued during the offline period, has not yet been notified to the central POUS system, the application must be processed on paper.
