New Single Point of Entry for Requesting Commercial Quality Control for Products from Third Countries (PUE-CAL)

From thenext October 6th The new Single Entry Point of the Customs Single Window (PUE-CAL) and forms will be available on the Electronic Office for the request for control of the commercial quality of products from third countries affected by Order PRE/3026/2003 and its subsequent modifications, carried out by the Inspection Service. SOIVRE (Extent TARIC SVI - SOIVRE inspection on import).

Prior to the mandatory management through the PUE CAL scheduled for the end of December, from next October 6, two new systems will be put into operation that will coexist for a transitional period with the traditional management system by the SI SOIVRE (during this period of time the request for control through the PUE-CALCOM will be voluntary):

  • Through the Single Point of Entry, which consists of web services enabled by the AEAT for sending and receiving information, which will require IT development by companies or service providers to implement software applications that allow interested parties to interact with these web services.

  • Through forms enabled by the AEAT for sending information to the PUE which can be accessed from the Electronic Headquarters of the Tax Agency.
The request for control by these means may be made for a customs pre-declaration (PDI, PDC) or for a customs declaration (SAD , DVD).

Exclusively during this trial period, those operators who wish to submit applications through the PUE CAL must declare code 1234 in the Supporting Document data element DE 12 03 of the Customs Declaration (once control through the PUE CAL becomes mandatory, this code will no longer apply).

For more information consult the Information Note 20/2025 of 19 September, regarding the operation of the single entry point of the customs single window for the application of commercial quality control (PUE-CAL).
