Application of the PEM Convention on Pan-Euro-Mediterranean Preferential Rules of Origin in Trade with Egypt
Pending the conclusion of its internal ratification procedures for the revised PEM Convention, Egypt is implementing the revised rules on the basis of temporary national measures designed to prevent disruption of accumulation, ensure continuity of preferential trade and legal certainty for economic operators during the transitional period. In this context, Egypt has confirmed the possibility of diagonal accumulation with the EU and the EFTA States, when Egypt is the destination country.
Under these temporary measures, Egyptian authorities require that proofs of origin accompanying exports from the European Union explicitly state compliance with the revised rules.
To this end, in order to preserve the possibilities of accumulation, the European Commission recommends that proofs of origin issued or extended for exports to Egypt include the mention "REVISED STANDARDS" in order to benefit from preferential tariff treatment.
When proofs of origin that do not include this mention have been rejected in Egypt, proofs of origin that include the mention "REVISED STANDARDS" may be issued retroactively. These tests will be accepted by the Egyptian authorities in accordance with the current temporary national measures.
Certificates of origin issued or extended in Egypt for exports to the EU will continue to include the mention "TRANSITIONAL RULES".
