Electronic filing of A-7 Declaration
In order to speed up the filing of declarations and to make it easier for operators to comply with their tax obligations, the State Agency for Tax Administration offers declarants the possibility of filing their customs declarations by means of electronic techniques.
By using a Telecommunications system, and using the EDIFACT standard, it is possible to electronically submit A-7 Merchandise Declarations. These are JUSMG customs declarations (United States Joint Military Group) - General imports.
Procedure
To benefit from the system, authorisation from the Department of Customs and Excise Duties is required, as detailed in the corresponding Orders (Order of 21/11/2000 and Order of 27/07/1995) and for this it is necessary to present the corresponding Application to the operator's habitual Customs Office.
The telematic transmission of the file EDIFACT /CUSDEC is carried out via the Internet, with the only requirement being to be in possession of a user certificate (electronic signature) granted by one of the Certification Authorities in accordance with Order HAC/1181/2003. For more information on obtaining and using it, see here .
It is possible to know the status of a customs declaration sent electronically, provided that it has been received in the Customs information system. To access the query it is necessary to have installed a valid user certificate issued by one of the Certification Authorities according to Order HAC/11881/2003. For security purposes, only tax returns filed by the holder of the certificate can be viewed.
The system establishes the possibility of sending the declaration using messages EDIFACT / CUSDEC. On this same page, the Technical Guide for preparing the A-7 Merchandise Declaration message (CUDEC message with CUSRES response) is included, which can be downloaded in PDF format.
