Electronic filing of A-7 Declaration
The State Tax Administration Agency, in order to obtain greater agility in the presentation of declarations and to facilitate operators' compliance with their tax obligations, offers the possibility for declarants to present their customs declarations through telematic techniques.
By using a Telecommunications system, and using the EDIFACT standard, the telematic presentation of A-7 Goods Declarations is possible. These are JUSMG customs declarations (United States Joint Military Group) - General imports.
Procedure
To benefit from the system, authorisation from the Department of Customs and Excise Duties is required, as detailed in the corresponding Orders (Order of 21/11/2000 and Order of 27/07/1995) and for this it is necessary to present the corresponding Application to the operator's habitual Customs Office.
The telematic transmission of file EDIFACT /CUSDEC is carried out over the Internet, with the only requirement of being in possession of a user certificate (electronic signature) granted by one of the Certification Authorities in accordance with Order HAC/1181/2003. For more information on obtaining and using it, consult here .
It is possible to know the status of a customs declaration sent electronically, as long as it has been received in the Customs information system. To access the query it is necessary to have installed a valid user certificate issued by one of the Certification Authorities according to Order HAC/11881/2003. For security purposes, only tax returns filed by the holder of the certificate can be viewed.
The system establishes the possibility of sending the declaration through messages EDIFACT / CUSDEC. This same page includes the Technical Guide for the preparation of the A-7 Merchandise Declaration message (CUDEC message with CUSRES response), which can be downloaded in PDF format.
