Electronic filing of Summary Unloading Declarations
Order EHA/1217/2011 establishes that Summary Declarations of Temporary Storage (DSDT) must be presented electronically. For this purpose, the EDIFACT standard must be used following the specifications provided in the Technical Guides indicated below.
In maritime traffic, the DSDT must be submitted through the Port Authority as provided for in Order EHA/1217/2011, said Authority being responsible for developing and publishing the corresponding technical guides.
Procedure
The electronic transmission of file EDIFACT /CUSDEC is carried out via the Internet, with the only requirement being to have an electronic signature that complies with the requirements set forth in Order HAP/800/2014. It is possible to know the status of a shipment from a declaration, provided that it has been received in the Customs information system. To access the consultation, it is necessary to use one of the electronic identification systems provided for in Order HAP/800/2014 cited above. For security reasons, only shipments made by the certificate holder can be viewed.
There are also queries in the electronic headquarters of the declarations already accepted that the declarant can make, as well as queries of certain data of the DSDT of interest to other operators that they can access with their own electronic signature.
