IX.5.3. Procedures at customs at destination or exit
Articles 278 to 279 of the AE
Once the goods, vehicle, TIR Carnet, and the TIR operation NRM have been presented within the time limits set by the customs office of departure or entry, the customs office of destination or exit will check the affixing of the seals and use the NRM to extract the data from the NCTS and record them.
The "Notice of Arrival" (IE006) message will be sent to the customs office of departure or entry to inform them of the arrival of the shipment.
Article 277 of the AE
Once the appropriate controls have been carried out, based on the information contained in the "Advance Notice of Arrival" message (IE001), the customs office of destination or exit will send the "Control Results" message (IE018), using the appropriate codes, to the customs office of departure or entry. This message must also include any information entered in the inspection report and matrix No. 1 of the TIR Carnet during transport. The information may relate, for example, to transfers, new seals, incidents or accidents (see section IX.5.5).
The destination customs office separates and retains the two parts of sheet 2 of the TIR carnet and makes annotations on the carnet matrix before returning it to the holder.
Article 274 of the AE
Where goods have been released for a TIR operation in the NCTS at the customs office of departure or entry, but the system at the customs office of destination or exit is not operational at the time of arrival of the goods, the customs office of destination or exit shall carry out the necessary checks and terminate the procedure on the basis of sheet 2 of the TIR Carnet.
Data entry into the NCTS will be carried out later by the customs office of destination or exit, once the system is operational again, in order to allow the customs office of departure or entry to complete the operation in the NCTS.
Article 274 of the AE
Where, at the customs office of departure or entry, the goods have been released for the TIR operation without exchanging data from the TIR Carnet for the TIR operation in the event of a temporary failure, based exclusively on the TIR Carnet, the customs office of destination or exit shall terminate the procedure on the basis of sheet 2 of the TIR Carnet and return the relevant part to the customs office of departure or entry.
Article 279, section 4, of the AE
The destination customs office must endorse the TIR Carnet by completing matrix no. 2 and keeping sheet no. 2. After the visa is issued, the destination customs office will return the TIR Carnet to the TIR Carnet holder. If the TIR Carnet holder is not present, the TIR Carnet must be returned to the person who presented it and who is deemed to be acting on his or her behalf.
