IX.5.4. Change of destination or exit customs

The TIR Convention authorizes the TIR Carnet holder to present the goods and the TIR Carnet and to complete the TIR operation at a customs office of destination or exit other than the one originally declared. This customs office then becomes the customs office of destination or exit.
Since the NCTS will indicate that the destination or actual departure customs office has not received an "Advance Notice of Arrival" message (IE001) in relation to the submitted NRM, the customs office will send the "Advance Notice of Arrival Request" message (IE002).
The customs office of departure or entry will respond by sending the message "Response to request for advance notice of arrival" (IE003), which will communicate the data from the "Advance notice of arrival" message (IE001). The customs office of destination or departure may then send the message "Notice of Arrival" (IE006) and proceed with further actions (see section IX.5.3).
The customs office of departure or entry, upon receiving the "Arrival Notice" (IE006) message, will inform the declared customs office of destination or exit, with the message "Issuance of Arrival Notice" (IE024), that the goods have arrived at another customs office of destination or exit.
If the customs office of departure or entry does not locate the transaction through the NRM, it will include in the message "Response to request for advance notice of arrival" (IE003) the reasons (codes 1 to 4) why the "Advance Notice of Arrival" (IE001) cannot be sent.
Such refusal may be explained by the following reasons:
code 1: The TIR operation has already been submitted to another customs office of destination or exit;
code 2: the TIR operation has been suspended by the customs office of departure or entry;
code 3: the NRM cannot be identified (for technical reasons or due to irregularities); either
code 4: other reasons.

The customs office of destination or exit will examine the reason for the refusal and, if the reason allows, will terminate the TIR operation and tear off and retain both parts of sheet 2 of the TIR Carnet. In addition, he shall make entries in sheet No. 2 of the TIR Carnet and return the appropriate part of sheet No. 2 to the customs office of departure or entry and the Carnet to its holder.
