IX.5.7. TIR Carnet Control System

The Administrative Committee designates an international organization responsible for establishing a TIR Carnet control system with a view to ensuring the sound organization and efficient functioning of the international guarantee system. Currently, this authorized organization is the International Road Transport Union (IRU), which uses an electronic control system (called SafeTIR).

The customs office of destination will publish information related to the partial or total completion of the TIR operation in the NCTS.

Such information will be transmitted, to the extent possible, daily and by the fastest means of communication available. The following information must be submitted, as a minimum, for all TIR Carnets presented at the customs office of destination:

  1. TIR Carnet reference number;
  2. date and number of registration in the customs register (accounting);
  3. name or number of the destination customs office;
  4. date and reference number indicated on the certificate of completion of the TIR operation (boxes 24 to 28 of Form 2) at the customs office of destination (if different from those indicated in point (b));
  5. partial or definitive completion;
  6. certified completion with or without reservations, without prejudice to the provisions of Articles 8 and 11 of the TIR Convention;
  7. other information or documents (optional);
