Article 282 of the AE

The mutual recognition of customs controls is one of the pillars of the TIR regime, and the affixing and removal of customs seals constitutes one of its essential elements.

Therefore, the authorization must explicitly establish the authority of the TIR Carnet holder or his or her representative to break or remove such seals.

Under no circumstances should the authorized recipient remove customs seals without authorization from the destination customs office in the form of a "Discharge Authorization" message (IE043).
