IX.8.9. Examples of cases of submission of TIR Carnet data by electronic means
a) TIR transport starting in a third country and passing through a non-Union country during its journey:
Example:
(Türkiye – Kapitan Andreevo (Bulgaria) – Siret (Romania) – Ukraine – Medyka and Krakow (Poland))
The TIR Carnet holder is responsible for submitting the TIR Carnet data to the customs office of entry in Kapitan Andreevo (Bulgaria). The Union customs office of exit in Siret (Romania) completes the TIR operation and sends messages IE006 and IE018 to the customs office of entry in Kapitan Andreevo (Bulgaria). When the TIR operation re-enters the Union, the TIR Carnet holder is again responsible for submitting the TIR Carnet data to the customs office of entry in Medyka (Poland). This is a new NCTS/TIR operation with a new NRM. The destination customs office (Krakow) completes the TIR operation by sending messages IE006 and IE018 to Madyka, separating and preserving both parts of sheet 2 of the TIR Carnet and making annotations in the TIR Carnet matrix.
b) TIR transport initiated in the Union and involving an intermediate load:
Example:
(Turku (Finland) – Kotka (Finland) – Russia)
The TIR Carnet holder is responsible for entering the TIR Carnet data and presenting it at the customs office of departure (Turku). At the intermediate loading point (Kotka) the previous TIR operation (from Turku) is completed by sending messages IE006 and IE018 to Turku, separating and preserving both parts of sheet no. 2 of the TIR Carnet and making entries in the TIR Carnet matrix. The TIR Carnet holder enters the TIR Carnet data, i.e., the data for the previous operation from Turku as well as the goods loaded in Kotka, and submits it to start a new TIR operation. The Union customs office of exit (Vaalimaa) completes the TIR operation by sending messages IE006 and IE018 to Kotka, detaching and retaining both parts of sheet 2 of the TIR Carnet and making entries in the TIR Carnet matrix.
c) TIR transport starting in a third country (Russia) and passing through two unloading points in the Union:
Example:
(Murmansk (Russia) – Oulu (Finland) – Turku (Finland))
The TIR Carnet holder is responsible for entering the TIR Carnet data and presenting it at the customs office of entry (Raja-Jooseppi). At the intermediate unloading point (Oulu), the previous TIR operation (Raja-Jooseppi) is completed by sending messages IE006 and IE018 to Raja-Jooseppi, separating and preserving both parts of sheet 2 of the TIR Carnet and making annotations in the TIR Carnet matrix. The TIR Carnet holder enters the TIR Carnet data, including the remaining data from the Raja-Jooseppi operation, and submits it to Oulu to initiate a new TIR operation. The destination customs office (Turku) completes the TIR operation by sending messages IE006 and IE018 to Oulu, detaching and retaining both parts of sheet 2 of the TIR Carnet and making entries in the TIR Carnet matrix.
