Chapter 1. Introduction

The business continuity procedure described in this section applies in situations where the customs or commercial operators' computer system is not operational.
The application of the business continuity procedure is subject to a number of important general rules:

  • The handling of transit operations under the NCTS and within the framework of the business continuity procedure will be considered two clearly differentiated procedures. Consequently, all transactions initiated and completed under the NCTS must be completed under the NCTS, while arrangements initiated under a business continuity procedure must be completed in accordance with the provisions governing the use of that procedure.
  • When the decision is made to use the business continuity procedure, it is important to ensure that any declarations that were filed with the NCTS but were not processed further due to the computer system failure are cancelled.
