TC20 Research Notice: explanatory notes
- The information and answers will be indicated by marking the box provided with a cross.
- The notice of investigation will be used in all transit procedures, whether simplified or not, where it is mandatory to present proof of the end of the procedure to the competent authorities of the country of departure.
- In box IA, the competent authority making the request shall indicate the reference of the transit declaration (SAD, DAT or transport document used as a declaration) for which it has no evidence that the procedure has ended. A copy of the declaration will be attached.
- Box IE must indicate the means of transport used, whether this information appears in the declaration or is known to the competent authority (because it has been provided by the holder of the scheme).
- In box IF, the competent authority making the request shall indicate the recipient(s), whether authorized or not, where this information appears in the declaration, or, otherwise, the recipient(s) who are believed to have received the goods according to the information available to it.
- In box IG-3, the effective recipients identified by the holder of the regime will be entered.
- In box II-3, the competent authority to which the application is addressed shall request that the transport documents be sent to it when these have been used as a transit declaration (in the latter case, they shall be indicated in IA).
- In Box IV, the competent authority to which the request is addressed shall inform the competent authority of the country of departure of the outcome of its investigation, which shall not be binding on the latter.
- In box IV-1, the competent authority to which the application is addressed shall tick option a) if it returns a certified and stamped copy of copy No. 1, as received from the requesting competent authority. Otherwise (copy of copy no. 4, the second copy of the DAT or any other document (monthly air/sea transit list in paper format, for example) that serves as proof of the end of the regime), select option b). If the authority to which the request is addressed forwards the TC20, it will tick the corresponding box in section 7 and provide further details, if applicable. Likewise, it will inform the competent authority of the country of departure by means of a copy of the investigation notice. Each customs office that does not find any notice of passage will proceed in the same way.
- A TC20 will be used in each transit declaration.
