4.3.5. Other new telematic procedures

Using the virtual assistant

The Tax Agency has developed a new artificial intelligence system as a way of providing personalized information, the “Virtual Assistant” of the Immediate Information Supply System (SII). This experience has allowed this instrument to be extended to Comprehensive Assistance to all VAT taxpayers, implementing the VAT Virtual Assistant. The time calculator and the “locator” tool for the provision of services and delivery of goods have also been put into operation.

Throughout 2019, the usefulness of the system is reflected in the 670,892 accesses to the different tools, in the 331,513 accesses to the SII calculator, in the 155,436 accesses to the service provision and delivery of goods locator, or in the 80,637 accesses to the virtual assistant, which includes access to the VAT and SII assistant. In addition, the draft of 303 has obtained 43,421 hits since its launch in April; and assistance for the preparation and presentation of form 303 for landlords, 35,653 accesses.

Developments by operational areas

Among the most notable developments carried out in 2019, it is worth mentioning the definition, implementation and start-up of new procedures for the processing of tax and customs fraud control actions developed by Inspection as well as the improvement and evolution of procedures implemented in previous years, among which the most notable are those of general verification, those of recovery of State aid, those of census control ROI/REDEME and those of the plan of visits and other formal verifications.

In the customs field , work is being done on an application for tax marks, developed in two phases:

  • tax marks for cigarettes and rolling tobacco: As of May 20, 2019, a new system of tax marks has been implemented that must be attached to packages and containers of cigarettes and rolling tobacco.

  • tax marks for derived beverages: As of January 1, 2020, the Tax Agency will implement new models of tax labels that must be attached to containers or bottles containing derived beverages.
