General issues
We briefly describe the general aspects of the Public Electronic Invoicing Solution and the mandatory electronic invoicing system between businesses and professionals, which includes
Private Exchange Platforms
Private Exchange Platforms (PPIs) must comply with these requirements:
-
Addressing: The PPIs must allow, at least, the direct routing and transmission of Electronic Invoices (EIFs) between the invoice issuer and its recipient.
It is not necessary, although it is possible, for them to act as billing software.
-
Interoperability: The PPIs must have the ability to transform the invoice message into all the indicated formats.
Electronic signatures issued by PPI must be signed with an advanced electronic signature, either by the issuer or by an authorized person. They must be identified with a unique code, which will necessarily include the issuer's tax identification number, number and series, and date of issue.
-
Interconnectivity: The PPIs will have the obligation to interconnect with any other PPI that is part of the Spanish Electronic Invoicing System.
They will be able to use the Public Electronic Billing Solution (SPFE) as a means of interconnection. In this case, the syntax used must be UBL, and the destination platform must "retrieve" and, if necessary, transform the message into any of the supported syntaxes.
The interconnection will reach, at a minimum, the exchange of electronic invoices and the communication of invoice payment statuses.
The interconnection procedure is free of charge and the parties may not charge each other any amount.
