New Single Point of Entry for the request for safety control of industrial products (PUE-COM)
Available starting next October 25, the Single Entry Point of the Customs Single Window (PUE-VUA) and forms in the electronic headquarters for the request for security control of industrial products from third countries (COM measure).
The safety control of industrial products from third countries is carried out by the Inspection Service SOIVRE in accordance with the provisions of Royal Decree 330/2008 of February 29, by which Control measures are adopted for the importation of certain products with respect to the applicable standards regarding product safety, and establishes a reinforced control procedure for the products listed in Annex I, considered sensitive in terms of compliance with safety regulations.
For the purposes of carrying out this control, Customs has a specific TARIC measure created at a national level to collect the list of products that will be affected. Specifically, this is the COM measure - Import control – Safety of industrial products.
Starting on October 25, 2023, two new systems will be put into operation for the telematic management of requests by operators:
- Through a new telematic management model within the Single Customs Window, called Single Entry Point (hereinafter, PUE), which consists of web services enabled by the AEAT for sending and receiving information, which will require computer development by companies or by service providers, to launch computer applications that allow interested parties to interact with these web services.
- Through forms enabled by the AEAT for sending information to the PUE which can be accessed from the Electronic Headquarters of the Tax Agency.
The request for control by these means may be made for a customs pre-declaration ( PDI, PDC ) or for a customs declaration ( DUA , DVD ). When the result of this control is compliant, the COM 1235 control certificate will be issued.
These systems will coexist for an estimated time of a few months with the ESTACICE VUA tool managed by the SI SOIVRE and which has been for years the traditional way of managing this control, through which the COM 1310 control certificate is issued.
