Given the principle of mutual recognition of customs controls, it is essential that the customs office of departure ensures that the vehicle or container has been authorized for the transport of goods under a TIR Carnet. In most cases, and in accordance with the risk analysis, this practice is limited to examining the vehicle's approval certificate. However, it should be noted that such certificates can be easily forged. Without an approval certificate or with an invalid one, the TIR operation cannot be started.
