COSS operating scheme
Here are some brief details on the steps to follow
PreSAD- MRN Request
By obtaining a prior MRN that the operator can include in the Request for Action presented to the Border Inspection Services as a cargo document, this facilitates the link between the SAD and the corresponding certificates, making it unnecessary for the operator to fill in box 44 of the customs form once these certificates are issued.
This MRN request will be done electronically and can be presented up to 30 days before the arrival of the goods. If this term elapses without the full declaration being presented, it will be deemed undeclared and the MRN will be cancelled.
The data requirements are minimal and most can be modified. However, the operator must be aware that if the inspection certificate data and the data on the SADs don't match, the goods will not be released.
In cases in which this declaration relates to goods which are subject to checks by Border Inspection Services, the MRN will be registered in the COSS database.
The reply from the Customs office will contain, in addition to the MRN, an indication of the possible certificates/authorisations needed to obtain release of goods based on the stated TARIC position.
