COSS operating scheme
Here are some brief details on the steps to follow
Submission of Intervention Requests to Inspection Services
Requests to Border Inspection Services will continue to be made on the systems of each of these Services. You can also find direct links to these systems on the website.
Requests for Action can include the following as cargo documents:
- The preSAD, through the MRN obtained as described above, or
- The Summary Declaration of Temporary Storage (DSDT) needed when the customs declaration is not an Import SAD or if a preSAD was not presented. If the cargo document is a Declaration of Temporary Storage, the operator will have to include the certificate reference numbers when presenting the SAD (a single placement cannot be guaranteed with the Customs), or subsequently fill out the SAD, sending a specific message before obtaining release of goods.
Based on the Request presentation, the Service will decide if it will undertake a physical inspection of the goods or not. If it is going to proceed, this information will be included in the COSS.
Once the COSS is notified of the intention to inspect the goods, the system will inform the rest of the Services that may be involved.
Once a notification is issued stating that a physical inspection is to be carried out, the preSAD can no longer be modified. If necessary, the operator can request the corresponding Border Inspection Service to cancel this action as a preliminary step before making the modification.
