In addition to presenting the TIR Carnet, all necessary accompanying documents, the vehicle, and the goods, the TIR Carnet holder or his or her representative is responsible for submitting the TIR Carnet data to the customs office of departure or entry in the NCTS with the message "Declaration data" (IE015), applying the specific rules and codes for electronic transit declarations.

The customs offices of destination or exit in the Union where the goods must be presented to complete the TIR operation are listed in the EU customs database. The website address is:

The NCTS automatically validates the declaration. Validation may include verification of the TIR Carnet holder's identification number through the ITDB. Incorrect, incomplete or non-compliant declarations are rejected with the message "Declaration Rejected" (IE016).
When the declaration is accepted by the customs authorities, the system generates a master reference number (MRN) which is assigned to the TIR operation and communicated to the TIR Carnet holder or his representative by means of the message "MRN allocation" (IE028).
The declaration will adopt the status "Accepted" and the customs office of departure or entry will set a deadline for presenting the goods at the customs office of destination or departure (see section 4.4.6) and will take a decision on the inspection of the goods/vehicle, including vehicle seals.
The customs office of departure or entry may check the validity of the TIR Carnet holder's identification number using one of the following methods:
- automatically, during acceptance of the declaration by connecting your national transit system to the ITDB;
- manually, prior to the authorization of a TIR operation through the ITDB;
- manually through the ITDB in case of emergency procedure, as described in Annex IX.8.4.
