PEU-ROHS User Manual
Royal Decree 993/2022 adopting control measures for the import of electrical and electronic devices (AEE) from third countries, with effective date of January 16, 2023, it establishes that a prior control of the importation of these products in order for AEE to comply with applicable provisions and to ensure that, in any case, these devices do not they entail no risk to the safety of users, the environment or other public interests, which will be carried out by the SOIVRE Inspection Service.
For the purposes of carrying out this control, Customs has a specific TARIC measure created at national level to collect the list of products that will be affected. Specifically, this is the ROHS-Import control-Electrical and electronic equipment security.
When it is necessary for the release of certificates issued by the Border Inspection Services (SIF) to be released for free circulation before the customs, traditionally, requests for control must be submitted through the platforms corresponding to each of the SIF, obtaining a certificate that must be included in the customs declaration. A few years ago, the work scheme of the VUA (Customs one-stop shop) began, allowing a connection between the Customs Office of the Tax Agency and the SIF, in order to speed up the procedures. This system already allows the electronic communication of the results of the SIF control to Customs, which allows the automatic transfer of the declarations to green filter, thus achieving the immediate release of the goods. However, this system still requires taxpayers to submit control requests to the SIF, and separately the customs declaration to the Tax Agency, repeating the information provided in the administration
The presentation of requests by operators can be carried out through a new telematic management model within the One-Stop Shop customs, called the Single Entry Point (hereinafter, PUE), which consists of web services provided by the Tax Agency for the sending and receipt of information, which will require the development of information by companies or by service providers, to software applications are underway that allow interested parties to interact with these web services. The Developer's Guide is a PEU-ROHS User Manual for subsequent registration and management of the ROHS/Certificate application the aim of the REEE is to describe the operation scheme of the RUE ROHS and to give the appropriate guidelines for sending of control requests, together with the sending of customs declarations, the receipt of certificates issued by the SOIVRE Inspection Service , and its use in the tying of customs declarations.
