PUE-ROHS User Manual
The Royal Decree 993/2022 which adopts control measures for the importation of electrical and electronic equipment (EEE) from third countries, with an entry into force date of January 16, 2023, establishes that a control prior to the importation of these products in order that the EEE comply with the provisions applicable to them and so that, in any case, these devices do not entail any risk to the safety of users, the environment or other public interests, which will be carried out by the Inspection Service SOIVRE .
For the purposes of carrying out this control, Customs has a specific TARIC measure created at a national level to collect the list of products that will be affected. Specifically, this is the ROHS measure - Import Control - Safety of electrical and electronic equipment.
When it is necessary to present certificates issued by the Border Inspection Services (SIF) to customs for release for free circulation, control requests must traditionally be submitted through the platforms corresponding to each of the SIF , obtaining a certificate that must be included in the customs declaration. A few years ago, the VUA (Single Customs Window) work scheme was initiated, which allows a connection between the Customs of the Tax Agency and the SIF , with the aim of streamlining the procedures. This system already allows the telematic communication of the control results of SIF to Customs, which allows the automatic passage to the green filter of the declarations, achieving the release of the merchandise immediately. However, this system still requires declarants to submit control requests to the SIF , and separately the customs declaration to the AEAT , repeating the information provided to the administration
The submission of applications by operators can be done through a new telematic management model within the Single Customs Window, called Single Entry Point (hereinafter, PUE), which consists of web services enabled by the AEAT for sending and receiving information, which will require computer development by companies or by service providers, to launch computer applications that allow interested parties to interact with these web services. The Developer's Guide is a PUE-ROHS User Manual for the registration and subsequent management of the ROHS/RAEE Certificate application and its purpose is to describe the operating scheme of the PUE ROHS and to provide the appropriate guidelines for sending control requests together with sending the customs declaration, receiving the certificates issued by the Inspection Service SOIVRE , and using it to date customs declarations.
