PUE-ROHS User Manual
Royal Decree 993/2022 by which control measures are adopted for the import of electrical and electronic equipment (EEE) from third countries, with an entry into force date of January 16 of 2023, establishes that a control prior to the importation of these products so that the EEE comply with the provisions that apply to them and so that, in any case, these devices do not entail no risk to the safety of users, the environment or other public interests, which will be carried out by the SOIVRE Inspection Service.
For the purposes of carrying out this control, Customs has a specific TARIC measure created at national level to collect the list of products that will be affected. Specifically, it is the ROHS measure - Import Control - Safety of electrical and electronic devices.
When it becomes necessary for release into free circulation to present certificates issued by the Border Inspection Services (SIF) to customs, control requests must traditionally be submitted through the platforms corresponding to each of the SIF , obtaining a certificate that must be included in the customs declaration. A few years ago, the VUA (Customs Single Window) work scheme began, which allows a connection between the Customs of the Tax Agency and the SIF , with the aim of streamlining the procedures. This system already allows the telematic communication of the control results of the SIF to Customs, which allows the automatic passage of the declarations to a green filter, achieving the immediate release of the merchandise. However, this system still requires declarants to submit control requests to the SIF , and separately the customs declaration to the AEAT , repeating the information provided in the administration
The submission of applications by operators can be carried out through a new telematic management model within the Customs Single Window, called Single Entry Point (hereinafter, PUE), which consists of web services enabled by the AEAT for the sending and receiving of information, which will require computer development by companies or service providers, to launch computer applications that allow interested parties to interact with these web services.
