Presentation of Freight Manifests
The cargo manifest must be submitted to the Port Authority, which is responsible for sending it electronically to Customs through Puertos del Estado, in accordance with the provisions of the Order of December 18, 2001. This page includes the technical guide for submission by Puertos del Estado to Customs.
Procedure

To access the enquiry, you must identify yourself using the digital signature in compliance with the requirements set forth in Order HAP/800/2014. For security purposes, only tax returns filed by the holder of the certificate can be viewed.
The system establishes the possibility of sending the declaration through messages EDIFACT /CUSCAR. The technical guides for preparing the Cargo Manifest/Summary Declaration message (CARCAR message with CARRES response) can be downloaded in PDF format.
