Cultural Assets
Owners or possessors of assets more than one hundred years old and, in any case, of those registered in the General Inventory provided for in Article 26 of Law 16/1985 on Spanish Historical Heritage, shall require express prior authorisation for their export from the Directorate General for Fine Arts and Cultural Heritage and Archives and Libraries.
The customs treatment of cultural goods that, not coming from the Union, enter its customs territory are established in Regulation (EU) 2019/880 of the European Parliament and of the Council, of April 17, 2019, relating to the introduction and import of cultural goods , and Commission Implementing Regulation (EU) 2021/1079 of 24 June 2021 establish the modalities of application of certain provisions of the aforementioned regulation. Thus, the import of certain cultural goods (listed in Parts B and C of the Annex to the Regulation) will only be permitted upon presentation of an issued import licence or a declaration by the importer.

However, both the import license and the importer's declaration will not apply until the date on which the electronic system referred to in Regulation (EU) 2019/880 is operational or at the latest from 28 June 2025.
