The FLEGT licensing system refers to the granting of licenses for wood products from exporting countries that have signed and ratified a Voluntary Partnership Agreement (VPA) with the European Union. This system is developed by Council Regulation 2173/2005 of 20 December 2005 on the establishment of a FLEGT licensing system applicable to timber imports into the European Community (FLEGT Regulation) , and is completed by Commission Regulation 1024/2008, of October 17, 2008, which establishes the rules for the development of the FLEGT Regulation . It applies to wood, chapter 44, excluding those that are subject to CITES, and certain furniture from chapter 94.
